Who runs CYEF, under what authority and with what oversight.

Oversight

How decisions are made and checked.

Board oversight

The board approves the annual budget, reviews management accounts at every meeting, maintains the risk register and holds the executive to account.

Named functional leads

Education operations, sport, monitoring, communications, finance and legal advisory each sit with a named person, so responsibility is traceable.

Separation of duties

The person who requests a payment never authorises it and never reconciles the account it came from.

Declared interests

Board members and staff declare interests annually. Anyone with an interest in a decision withdraws from it and the minutes record that they did.

Independent examination

Annual accounts are reviewed by an external accountant or auditor.

Political independence

CYEF's name, platforms and beneficiaries are never used to support a party, candidate or campaign. Public appointments held by CYEF representatives are kept separate.

Partner-supported delivery

CYEF works through schools, community settings and specialist partners rather than presenting impact as a one-person effort.

Each program keeps its own records and field notes, which is what the annual reports are built from.

Constitutional structure

What the governing document actually requires.

These are not intentions. They are the rules CYEF is bound by under the constitution filed with the Registrar of Societies and they can be checked against the published document.

Suspension for misuse of fundsThe committee may suspend any office bearer it has reasonable cause to believe is not accounting properly and must report it to a general meeting within two months12

Raise something

Concerns, complaints and disclosures.

Safeguarding concerns go to the safeguarding contact and are acted on the same day. Complaints about CYEF's work are acknowledged within five working days and answered within thirty. Serious wrongdoing can be reported confidentially under the whistleblowing policy and anyone reporting in good faith is protected.
